The Political and Social Science Institute of Barcelona (ICPS) was created on November 8th, 1988 by the Diputació de Barcelona and the Universitat Autònoma de Barcelona (UAB), legally founded as a consortium. The ICPS is recognized as a research institut for UAB and the primary objectives are research and education in political and social science, through the Decree of the Generalitat de Catalunya number 177/1992, of August 4th, published at the DOGC with date 09.09.1992.

The ICPS is ruled by a Council which consists of the Presidence, the Vice Presidence and up to 7 Board Members appointed by the two founding institutions. The permanent organ of the Council is the Executive Council. The Director, appointed by the Executive Council, is responsible for academic management. From its creation in 1988 until 2000 the ICPS was directed by Professor Isidre Molas. Since December 2004 to December 2017, the ICPS was directed by Professor Joan Marcet. Since May 2017 to July 2020, the ICPS was directed by Professor Joan Lluís Pérez Francesch. Since July 2020 to October 2023, the ICPS was directed by Professor Gabriel Colomé García. In the Council reunion celebrated at 19/10/2023,  the Professor Oriol Bartomeus Bayés has been designed as the Academical and Research Director.

The primary purpose of the ICPS is to promote the research of political and social science in Catalonia. The ICPS places emphasis on training young researchers as well as enhancing the relationship between Catalan and other political scientists around the world. This effort is facilitated through the research done by resident Catalan professors as well as professors from foreign universities. The activities of the ICPS include three main variables: research, teaching and publications.

The Academic Committee of the ICPS functions as an advisory board. This committee formulates proposals and projects in addition to reporting on the diverse activities undertaken by the institute.

The ICPS provides the scientific community with direct lines to their work, workshops, synopsis, seminars, courses and election polls through the publication of books and working papers which can be accessed on this website.

The institute has sponsored and continues to sponsor research covering relevant issues such as Catalan political parties, electoral studies, local politics, citizen support of the government, political transitions in Central America and the evaluation of performance efficiency of Autonomous Communities.
